Business Attitude Survey

The objective of the Business Attitude Survey (BAS) is to analyze the business and investment climate in your city. Survey items include both objective and subjective data, namely: the history and current status of your company, the nature of its business, labor and employee relations, business facility information, government services, and your overall impression of the city as a place to do business.

The former USAID Local Economic Development (LED) project conducted business attitude surveys in all of its more than 70 partner cities, having interviewed managers of a total of over 3,000 businesses. Based on the survey findings, a detailed BAS report was compiled for each of the cities. This information has helped municipalities better understand needs of major actors in local economy, and adopt and implement programs and policies improving local business climate.

Since 2005 an aggregated BAS report is being prepared containing data from all companies interviewed in the specific year. You can download the reports here:

The LINC project will continue surveying local business and investment climate in Ukraine, conducting BAS in the project’s partner cities.

If you are a trainee of the LINC training program for foreign direct investment professionals or a member of the Expert Committee for Economic Development in a LINC city or a company manager invited to be interviewed during the strategic planning process in your city / region, you can participate in the survey by filling out the online questionnaire here: http://www.bermangroup.cz/bas-ukraine.

• There are six areas of questions, each on a separate page. You can always save the questionnaire by clicking on the button Resume later, which you can find in the bottom of each page. You can return to your saved questionnaire any time.
• The first page contains basic identification questions. Please do not forget to provide your contact address in the Address field, so that we will be able to contact you for explanations or comments, when necessary. AT THE SAME TIME WE ASSURE YOU THAT NO IDENTIFYING INFORMATION WILL BE EVER DISCLOSED TO ANY THIRD PARTY.
• Please use the Submit button only when you have answered all the questions. After that your answers are registered, and you cannot come back to your questionnaire.
• Majority of questions in the questionnaire are so-called closed, “multiple choice” questions. However, there is often a chance to use a text field for additional comments or explanations.
• In some cases there are open questions, which should be answered in a text field. Please try to be brief and specific when answering the open questions.
