CabMin Resolution Closes OSS Legislative Gap for Sevastopol

The Cabinet of Ministers of Ukraine amended its Resolution # 526, dated May 21, 2009, “On Measures for Improving Issuance of Permits in the Sphere of Economic Activities” allowing the Sevastopol City Administration to establish a combined permit-issuing one-stop shop (OSS) for the entire city.

Sevastopol is the city with a special administrative status that is not completely regulated by existing legislation. This does not allow the city to create a municipal-level OSS, and OSSs can be established at the raion level only.

With the amended resolution, the city will be able to unite its four raion OSS’s into one office and involve city-level permit-issuing authorities in its operations.

USAID LINC will provide assistance to the Sevastopol City Administration in establishing the consolidated OSS.
