2010-02-10 - LINC facilitated the second meeting of the Luhansk Oblast's Bryanka Expert Committee for Economic Development, which is drafting a strategy of the city's economic development under the guidance of LINC. Teplodar Has Drafted Its Economic Strategy

2010-02-10 - Odesa oblast’s Teplodar Expert Committee for Economic Development at its final meeting presented the draft Teplodar Economic Development Strategic Plan. The strategy focuses on creation of conditions for investment attraction, improvement of business development infrastructure and labor resources, and development of hard infrastructure.

Two More Luhansk Oblast Cities Sign Protocols with LINC

Mayors of the Luhansk Oblast's cities of Rovenky and Sverdlovsk signed Protocols of Intentions with the USAID LINC Project, undertaking to collaborate in updating the cites' economic development strategies. The protocols were signed "proceeding from the Memorandum of Understanding" concluded in December 2007 between USAID and the Donbas Fuel and Energy Company (DTEK), as the documents read.

NW Luhansk Task Forces Identify Economic Development Goals

In Severodonetsk, Luhansk Oblast, task forces within the Expert Committee for Economic Development of the Northwest Luhansk Sub-region identified goals of the sub-region’s economic development strategy that the committee is drafting with assistance from the USAID LINC Project.

August 26, 2009 - The Expert Committee for Economic Development of the Bakhchysaray city and raion, Crimea, gathered for its first meeting facilitated by LINC. LINC experts presented the Community Profile and a report on the Business Attitude Survey, and also facilitated identification of critical issues, formulation of strategic vision, and SWOT analysis for the city's future economic development strategy.

September 10, 2009 - The USAID LINC project facilitated the second meeting of Expert Committee for Economic Development in Saky, Crimea. Goals of future Economic Development Strategic Plan being drafted by the committee were identified at the meeting. LINC also made a presentation on the tourism potential that the city may use for its economic development.

Bakhchysaray Raion and City Have Drafted Their Economic Strategy

2009-12-10 - Crimea's Bakhchysaray Expert Committee for Economic Development at its final, enlarged, meeting publicized what they call the economic block of the Bakhchysaray Raion and City Sustainable Development Strategy. The block focuses on creation of conditions for investment attraction, improvement in raion development management, and development of hard infrastructure. The committee drafted the strategy with assistance from the USAID LINC project and UNDP Crimea Integration and Development Program, LINC being in charge of the economic block.

USAID Project to Assist the Obukhiv Raion in Making a Competitiveness and Economic Development Strategy

2009-12-15 - LINC project signed a Protocol of Intentions with the Kyiv Oblast's Obukhiv Raion Rada and State Administration, the Obuchiv and Ukrainka City Radas, as well as a number of the raion's villages. The cosignatories thus undertake to develop and implement a common competitiveness and economic development strategic plan for the region.

Teplodar Identifies Objectives of Its Economic Development Strategy

2009-12-18 - The Expert Committee for Economic Development of Teplodar, a city in the Odesa Oblast, identified objectives of the city's economic development strategy. The objectives are specific projects that the city has to implement in order to achieve goals of the Economic Development Strategic Plan being drafted by the committee with assistance and under the guidance of the USAID LINC project.

The draft strategic plan of Teplodar focuses on investment attraction, development of housing, development of business and communal infrastructure, and development of human resources.

Crimea's Kazantyp Region Continues Elaborating Economic Development Strategy

2009-12-22 - The third meeting of the Kazantyp Region Expert Committee for Economic Development in the Crimean city of Scholkine determined projects that will comprise action plans of regional economic strategy. The document, called Economic Development Strategic Plan of the Kazantyp Region, is being drafted by the committee with assistance from the USAID LINC project.

Earlier, the committee identified two priority directions and two priority sectors for the region's economic development. The directions include creation of conditions for development of SME and Scholkine Industrial Park, and the sectors include tourism and alternative power engineering.

USAID Project Presents Its First Strategic Plan Drafted for a Crimean City

Crimea's Saky Economic Development Strategic Plan presented to the city's Executive Committee became the first economic development strategy drafted with the assistance from the USAID LINC project. Participants in the event also discussed ways of the plan implementation.

Saky Economic Development Strategy Drafted, Pending Public Hearing

November 25, 2009 - The Expert Committee for Economic Development in Saky, Crimea, has finalized the city's draft Economic Development Strategic Plan, and decided to put the document for public hearing before introducing it to the City Rada for adoption. The committee was drafting the strategy for six months under the guidance and with hands-on assistance of the USAID LINC project.

The draft strategic plan focuses on development of resort and tourism activities, creation of conditions for business and investment, and formation of up-to-date municipal infrastructure as critical issues of Saky economic development.

Kerch Identifies Goals of Its Economic Strategy

November 25, 2009 - LINC project facilitated the second meeting of Crimea's Kerch Expert Committee for Economic Development to identify goals and preliminary discuss objectives of the city's Economic Development Strategic Plan being drafted by the committee with assistance from LINC.

Earlier, the committee decided that the future economic strategy would focus on creating conditions for business development and investment attraction, identifying the following priority development sectors: resort and tourism, transport and logistics, and maritime economic complex.

November 27, 2009 - The Luhansk Oblast's city of Bryanka signed a Protocol of Intentions with the USAID LINC project, undertaking to develop and implement economic development strategy in the city. The signing ceremony was part of the introductory meeting aimed at presenting the strategic planning process to members of an Expert Committee formed in the city to draft the strategic plan under the guidance of LINC.

December 1, 2009 - Just ten days after its first meeting, the Expert Committee for Economic Development of Teplodar, Odesa Oblast, met again to identify goals of the Economic Development Strategic Plan the committee is drafting with assistance from the USAID LINC project.

July 22, 2009 - Bakchysaray is a small city south of Simferopol, which has a large Tatar population in its surrounding raion, and which boasts Tatar historical sites of great cultural moment. The city is too small to create its own strategic development plan, and the work here will accordingly be a combined urban/raion project that will take into account the needs of the city, the rural areas and the potential of economic interaction to build agricultural and tourism jobs and investment. The purpose of this meeting is to present the strategic planning process and methodology to EC members, discuss the next analytical phase in the strategy creation process, and set a schedule for strategic plan development. Bilohirsk, Crimea: Introductory meeting of the Expert Committee for Economic Development (EC) including the signing of Protocol of Intentions between the Bilohiorsk City Rada and LINC

July 23, 2009 - Bilohiorsk is a small Crimean city, located in the center of the Crimean Republic. It is primarily an agricultural area with a Tatar presence of approximately 30%. LINC will work with both the city and the raion on a common development strategy that will include active steps at land registration and land market development, about which the local leaders are particularly enthusiastic. This will also be a pilot raion for the land registration aspects of the Project. The purpose of this meeting is to present the strategic planning process and methodology to EC members, discuss the next analytical phase in the strategy creation process, and set a schedule for strategic plan development. A protocol of agreement will also be signed.

Kerch, Crimea: Introductory meeting of the Expert Committee for Economic Development (EC) including the signing of Protocol of Intentions between the Kerch City Rada and LINC

July 24, 2009 - Kerch is a large port city in the northeastern section of Crimea, at the junction of the Black Sea and the Azov Sea. It is also located next to Russia. The city has a rich and ancient history, as well as more recent vintage in the maritime and ship-building industries. The combination of its size, location and active and potential industry base (including work force) make it one of the most competitive actors in Crimea. The purpose of this meeting is to present the strategic planning process and methodology to EC members, discuss the next analytical phase in the strategy creation process, and set a schedule for strategic plan development. June 15, 2010 – At its regular meeting in Ukrainka, Kyiv Oblast, upon presentation by USAID LINC experts, the Obukhiv Raion Strategic Development Committee approved the raion's draft Competitiveness and Economic Development Strategic Plan. The draft is now being sent to the City Radas (Councils) of Obukhiv and Ukrainka and close to 30 village radas for possible comments and/or amendments.

Lawmakers to Permitting Offices: Now You May Remain Silent

2009-12-15 - The Verkhovna Rada passed a bill that amended a few other acts to improve the business licensing, registration and permitting legislation as well as encourage entrepreneurial activities of citizens and minimize their business start-up expenses.

The Law "On Amendments to Certain Laws of Ukraine Regarding Simplification of Business Activity in Ukraine," inter alia, introduces the silent consent principle, whereby an entity that applied to a permitting office for a certain permit will be considered as having obtained such permit in case the permitting office fails to issue the permit or to take a decision on refusal of the permit within a period prescribed by law.

In the Fire Safety Act, the new law cancelled the provision that stipulated donations of legal entities and individuals as a source of funds for state fire guard logistics – commonly recognized as a source of frequent abuses by fire departments.

The minimum authorized capital requirement, set by the Companies Act at the amount equivalent to 100 minimum wages, was also amended – reduced to the amount equivalent to one minimum wage.

The Law "On Amending…" provides a broader and more detailed definition of the term "permitting document" in order to avoid abuses on the part of permitting authorities when issuing such documents. It also provides for a reduction in the number of economic activities subject to licensing and issuance of unlimited validity licenses, while reserving the right for the Cabinet to establish a limited validity of five years or longer for licenses issued for certain activities.

The same five-year minimum period is laid down by this law for long-term rent of state or communal property.

USAID Projects Presents One-Stop Shop Principles at Round Table in Simferopol

LINC project participated in the round table on "Anti-Corruption Activities in the Land Sphere in Crimea" organized by the American Bar Association and Rule of Law Initiative in Simferopol, Crimea. The trip covered sites in the Sevastopol area, including accommodation facilities in Uchkuyivka and Lyubymivka, the 35tn Coast Battery, and the Fiolent Cape's St. George Christian Orthodox Monastery. The study tour aimed at familiarizing the participants with new tourism destinations and opportunities for developing new routes and promoting them to international markets. USAID Project's Training Course Transfers Successful FDI Attraction Experience

2009-12-16 - LINC project delivered the second workshop in the course of its first cycle of training of Ukrainian foreign direct investment (FDI) professionals. The workshop, called “Working Smartly and Tactically – Planning for Success,” featured a presentation by the head of Economic Development Department of Olomouc, Czech Republic, who shared the city's practical experience in attracting FDI.

The FDI training program curriculum was developed by Ukrainian, Czech, Scottish, and US experts under the USAID Local Economic Development (LED) project, a LINC predecessor, in 2006. It was the first step made in Ukraine toward training FDI professionals for local governments and public administration agencies. The program includes four workshops and a study tour to the Czech Republic.

New Wording of a Land Code Section to Spur Synchronized Property Register Formation

2009-12-15 - The new wording of Ukraine's Land Code Section 120, coming into force on Jan. 1, 2010, will speed up formation of a synchronized real estate title register, according to USAID LINC land law experts.

The new wording of the section provides that a person acquiring ownership of a building will also automatically acquire ownership of the land plot or part of the land plot on which the building is located. The land's targeted purpose use in this case remains unchanged. However, the property seller, to have the deed notarized, must provide the cadastral number of the plot. The amendment necessitates setting up data exchange between Technical Inventory Bureaus ("BTI"), which keep records of titles to buildings and structures, and local offices of the State Land Cadastre Center, which are in charge of registering land plots and titles to them, thus encouraging formation of a synchronized property register, according to the experts.

Verkhovna Rada Extends the Land Sale Moratorium

2009-12-22 - Completing two hearings within one day, the Verkhovna Rada adopted an act that, if signed by the President of Ukraine, will extend the moratorium on sale of agricultural land until Jan. 1, 2012, at the earliest.

The act amends two sections in the Land Code's transitional provisions, which in their current wording provide that the moratorium will expire upon entry into force of two Laws of Ukraine: "On the Land Market" and "On the State Land Cadastre." Not canceling this condition, the amendment sets up the date until which the land sale ban will certainly stand. According to a land law expert with the USAID LINC project, this means that the moratorium may well survive its doomsday of Jan. 1, 2012 – if the said two laws are not adopted and put into force until that date.

The bill was initiated by several members of the parliament's Communist faction on the pretext that it would help to prevent probable land-related abuses and acts of crime.

USAID Project Crimea Experts Visit Kherson Farmers

2009-12-16 - LINC project sent its Crimea-based agriculture specialists to Kakhovka, Kherson Oblast, to exchange experience with local farmers and produce processors and learn best practices of growing vegetables in green houses and storing and processing early fruits and vegetables. The guests also received information and expert advice for holding a Field Day, which is scheduled for July 2010 in Crimea with the purpose of knowledge transfer to Crimean farmers. The Kherson Oblast is renowned in Ukraine for its developed agriculture sector.

The delegation, numbering 15 members, included farmers, Crimean government officials, and researchers. USAID Project Co-organizes a Conference on “Crimea: Culture, Learning, Activity”

December 3, 2009 - LINC project co-organized jointly with the tourism operator SMP Krym, the newspaper Terra Tavrika, and the Crimean Ministry of Resorts and Tourism the 5th Conference “Crimea: Culture, Learning, Activity”. The event, held in Koktebel, brought together local level tourism cluster representatives in the cultural (ethno-historical) subsector. The speakers included the Resorts and Tourism Minister, local official, LINC field director, researchers and tourist operators. The participants discussed new ethno-tourism routes in Crimea, environment issues, new types of attractions, and creation of tourist police. The second day provided field trips to a medieval monastery located in a mountainous area of Kyzyl Tash, and military training ground to showcase newdestinations

USAID Projects Brings ArtPole Agency to Crimea to Learn about Festival Tourism Potential

November 27, 2009 - LINC project brought ArtPole Agency to Crimea to familiarize it with local festival opportunities. Formerly known as Sheshory Festival, ArtPole is one of leading Ukrainian agencies specializing in organizing world music and land art festivals, concerts and exhibitions. Project arranged for the agency's field trips to Bilohirskiy raion (Ak Kaya Bila Skelya rock, Tayhan water reserve, and Kuchuk Ozen village) and Bakhchysaray raion (Berehove village, Mangup Kale, Kachi Kalyon, and Bashtanivka) to look at locations that might be fit for potential festivals and other events. LINC helped to establish contacts with the raion administrations and local organizations that are pro-active in organizing events in Crimea. Further plans and projects are under consideration.

USAID Project Organizes the 2nd Tourism Working Group Meeting of Crimean Stakeholders

2009-11-30 - LINC project organized and hosted the second Tourism Working Group Meeting in Simferopol, Crimea. The project convened its tourism working group members representing different target subsectors (SPA, conference and ethno-cultural tourism), as well as other stakeholders representing government institutions and NGOs. The participants facilitated by LINC specialists specified, revised and approved a work plan on tourism for LINC in Crimea.

Law Signed to Allow for Doing Business Based on Declaration

July 27, 2010 — President Yanukovych signed a bill to amend the Law “On Permit System in the Sphere of Economic Activity.” The new law allows businesses to carry out any lawful activity upon submission of declaration hereof rather than obtaining of a permit hereto, except for activities listed by the Cabinet of Ministers as those that cannot be carried out based on a declaration.

VR Registers Two Land Market Bills

July 18-19, 2011, Kyiv — In the time span of one day, the Verkhovna Rada registered two draft laws “On Land Market,” #9001 introduced by Member of Parliament Hryhoriy Smityukh, and then #9001-1 introduced by the Cabinet of Ministers. VR Passes Bill to Extend OSS Network

November 3, 2011, Kyiv — The Verkhovna Rada in the second reading passed a bill that binds the Crimean Council of Ministers and oblast state administrations to establish regional one-stop shops (OSS) issuing permits to businesses and submitted the bill to the President for signing. If signed, the corresponding law will come into force on Jan. 3, 2012.
