Earlier, the committee identified two priority directions and two priority sectors for the region's economic development. The committee was drafting the strategy for six months under the guidance and with hands-on assistance of the USAID LINC project. The draft strategic plan focuses on development of resort and tourism activities, creation of conditions for business and investment, and formation of up-to-date municipal infrastructure as critical issues of Saky economic development. |

July 23, 2009 - Bilohiorsk is a small Crimean city, located in the center of the Crimean Republic. It is primarily an agricultural area with a Tatar presence of approximately 30%. LINC will work with both the city and the raion on a common development strategy that will include active steps at land registration and land market development, about which the local leaders are particularly enthusiastic. This will also be a pilot raion for the land registration aspects of the Project. The purpose of this meeting is to present the strategic planning process and methodology to EC members, discuss the next analytical phase in the strategy creation process, and set a schedule for strategic plan development. The combination of its size, location and active and potential industry base (including work force) make it one of the most competitive actors in Crimea. 2009-12-15 - The Verkhovna Rada passed a bill that amended a few other acts to improve the business licensing, registration and permitting legislation as well as encourage entrepreneurial activities of citizens and minimize their business start-up expenses. The Law "On Amendments to Certain Laws of Ukraine Regarding Simplification of Business Activity in Ukraine," inter alia, introduces the silent consent principle, whereby an entity that applied to a permitting office for a certain permit will be considered as having obtained such permit in case the permitting office fails to issue the permit or to take a decision on refusal of the permit within a period prescribed by law. In the Fire Safety Act, the new law cancelled the provision that stipulated donations of legal entities and individuals as a source of funds for state fire guard logistics – commonly recognized as a source of frequent abuses by fire departments. The minimum authorized capital requirement, set by the Companies Act at the amount equivalent to 100 minimum wages, was also amended – reduced to the amount equivalent to one minimum wage. The Law "On Amending…" provides a broader and more detailed definition of the term "permitting document" in order to avoid abuses on the part of permitting authorities when issuing such documents. It also provides for a reduction in the number of economic activities subject to licensing and issuance of unlimited validity licenses, while reserving the right for the Cabinet to establish a limited validity of five years or longer for licenses issued for certain activities. The same five-year minimum period is laid down by this law for long-term rent of state or communal property.

The FDI training program curriculum was developed by Ukrainian, Czech, Scottish, and US experts under the USAID Local Economic Development (LED) project, a LINC predecessor, in 2006. It was the first step made in Ukraine toward training FDI professionals for local governments and public administration agencies. New Wording of a Land Code Section to Spur Synchronized Property Register Formation

2009-12-15 - The new wording of Ukraine's Land Code Section 120, coming into force on Jan. 1, 2010, will speed up formation of a synchronized real estate title register, according to USAID LINC land law experts. The new wording of the section provides that a person acquiring ownership of a building will also automatically acquire ownership of the land plot or part of the land plot on which the building is located. The land's targeted purpose use in this case remains unchanged. However, the property seller, to have the deed notarized, must provide the cadastral number of the plot. The amendment necessitates setting up data exchange between Technical Inventory Bureaus ("BTI"), which keep records of titles to buildings and structures, and local offices of the State Land Cadastre Center, which are in charge of registering land plots and titles to them, thus encouraging formation of a synchronized property register, according to the experts. |
Verkhovna Rada Extends the Land Sale Moratorium
|
2009-12-22 - Completing two hearings within one day, the Verkhovna Rada adopted an act that, if signed by the President of Ukraine, will extend the moratorium on sale of agricultural land until Jan. 1, 2012, at the earliest. The act amends two sections in the Land Code's transitional provisions, which in their current wording provide that the moratorium will expire upon entry into force of two Laws of Ukraine: "On the Land Market" and "On the State Land Cadastre." Not canceling this condition, the amendment sets up the date until which the land sale ban will certainly stand. According to a land law expert with the USAID LINC project, this means that the moratorium may well survive its doomsday of Jan. 1, 2012 – if the said two laws are not adopted and put into force until that date. The bill was initiated by several members of the parliament's Communist faction on the pretext that it would help to prevent probable land-related abuses and acts of crime. |

2009-12-16 - LINC project sent its Crimea-based agriculture specialists to Kakhovka, Kherson Oblast, to exchange experience with local farmers and produce processors and learn best practices of growing vegetables in green houses and storing and processing early fruits and vegetables. The guests also received information and expert advice for holding a Field Day, which is scheduled for July 2010 in Crimea with the purpose of knowledge transfer to Crimean farmers. December 3, 2009 - LINC project co-organized jointly with the tourism operator SMP Krym, the newspaper Terra Tavrika, and the Crimean Ministry of Resorts and Tourism the 5th Conference “Crimea: Culture, Learning, Activity”. The event, held in Koktebel, brought together local level tourism cluster representatives in the cultural (ethno-historical) subsector. The speakers included the Resorts and Tourism Minister, local official, LINC field director, researchers and tourist operators. The participants discussed new ethno-tourism routes in Crimea, environment issues, new types of attractions, and creation of tourist police. The second day provided field trips to a medieval monastery located in a mountainous area of Kyzyl Tash, and military training ground to showcase newdestinations |
USAID Projects Brings ArtPole Agency to Crimea to Learn about Festival Tourism Potential

November 27, 2009 - LINC project brought ArtPole Agency to Crimea to familiarize it with local festival opportunities. Formerly known as Sheshory Festival, ArtPole is one of leading Ukrainian agencies specializing in organizing world music and land art festivals, concerts and exhibitions. Project arranged for the agency's field trips to Bilohirskiy raion (Ak Kaya Bila Skelya rock, Tayhan water reserve, and Kuchuk Ozen village) and Bakhchysaray raion (Berehove village, Mangup Kale, Kachi Kalyon, and Bashtanivka) to look at locations that might be fit for potential festivals and other events. LINC helped to establish contacts with the raion administrations and local organizations that are pro-active in organizing events in Crimea. Further plans and projects are under consideration. |
