June 2, 2011 — Crimea’s Bilohirsk Raion inaugurated the reopening of its Permitting One-Stop Shop (OSS), upgraded with assistance from USAID LINC, and presented it to local entrepreneurs and representatives from republican, raion and local governments.

Adoption of the Bilohirsk City and Raion Economic Development Strategic Plan

The Bilohirsk Raion Rada approved the Bilohirsk City and Raion Economic Development Strategic Plan worked out by the local Expert Committee with assistance and under the guidance of LINC.
The strategy, worked on over the period of July through November 2009, focuses on four critical issues: development of agribusiness, development of tourism, creation of conditions for investment attraction, and creation of conditions for business development.

Public hearings on the draft Bilohirsk City and Raion Economic Development Strategic Plan

Members of Crimea's Bilohirsk Raion Rada held a hearing on the draft Bilohirsk City and Raion Economic Development Strategic Plan and on the whole recommended that the document be introduced to the Rada for consideration. They also reserved a week for making suggestions on amendment. However, as of March 22, LINC, which guided the strategy drafting and presented the draft at the hearing, has received no such suggestion. The Bilohirsk City and Raion draft economic development strategy focuses on four critical issues: development of agribusiness, development of tourism, creation of conditions for investment attraction, and creation of conditions for business development.

Bilohirsk, Crimea: Introductory meeting of the Expert Committee for Economic Development (EC) including the signing of Protocol of Intentions between the Bilohiorsk City Rada and LINC

July 23, 2009 - Bilohiorsk is a small Crimean city, located in the center of the Crimean Republic.  It is primarily an agricultural area with a Tatar presence of approximately 30%.  LINC will work with both the city and the raion on a common development strategy that will include active steps at land registration and land market development, about which the local leaders are particularly enthusiastic. This will also be a pilot raion for the land registration aspects of the Project.   The purpose of this meeting is to present the strategic planning process and methodology to EC members, discuss the next analytical phase in the strategy creation process, and set a schedule for strategic plan development.  A protocol of agreement will also be signed.
